The Finance Department and Human Resources Office supports the fiscal operations and personnel administration of the Town of Machias. Under the leadership of the Finance Director and Assistant HR Director, the department is responsible for budget preparation & coordination, payroll processing, grant management, financial reporting, vendor relations, audit coordination, and account reconciliation. 

While the Town Manager serves as Director of Human Resources, the department also assist with onboarding, personnel management, and policy implementation. In collaboration with Town leadership, the Finance Department plays a key role in long-term financial planning, capital project development, and community revitalization efforts,  ensuring transparency, accountability, and sustainable growth for the Machias community.

“Thereafter” represents the aggregate of all principal and interest obligations due in years beyond FY2031, through the final maturity of each obligation. The sewer bonds (USDA Rural Development Bond maturing 2042 and MMBB Sewer Rehabilitation Bond #2 maturing October 2039) account for substantially all of the amount shown.

[a] Tax Anticipation Note (MSB #8371), $314,152, issued December 2025, matured June 30, 2026. This obligation is classified as a current liability and is excluded from the long-term debt roll-forward above. The proposed FY2027 budget includes an appropriation from unassigned fund balance to retire this obligation in full, subject to Town Meeting approval.

[b] Sewer bond balances per Maine Municipal Bond Bank amortization schedules. USDA Rural Development Bond amounts are estimated based on servicer schedule and subject to servicer confirmation. MMBB Sewer Rehabilitation Bond (2007FS) balance of $56,998 matures April 2029.

[c] Ambulance Vehicle Note (MSB #4400) was retired in full during FY2026 by vote of the Selectboard. All long-term debt was authorized pursuant to 30-A M.R.S.A. §5772.

Certification I hereby certify that, to the best of my knowledge and belief, the foregoing Schedule of Long-Term Debt accurately reflects the long-term and short-term debt obligations of the Town of Machias as of June 30, 2026, presented in accordance with Generally Accepted Accounting Principles as applicable to governmental entities (GASB Statements No. 34 and No. 38).
